WhatsApp customer service: a team, rule-based replies or an AI agent?
Compare ways to organise WhatsApp customer service, the costs to confirm and the tests to run before choosing an AI agent.

A service handling a small number of conversations can work well with one person and prepared replies. When repeated questions, out-of-hours enquiries or long exchanges to collect information start to appear, it is worth assessing what can be automated and what should stay with the team.
This guide compares ways to organise the work. It is not a list of features guaranteed by any WhatsApp application; confirm what each solution and configuration offers.
Start with the type of conversation
Analyse a sample of enquiries without copying personal data into evaluation documents that do not need it. Group the tasks: answering a frequently asked question, collecting details for a proposal, receiving a preferred appointment time or handling an exception.
Then identify the source of each answer and who has the authority to confirm it. Opening hours may be in a knowledge base. Appointment availability requires a calendar or confirmation from the team.
Three ways to organise customer service
| Approach | When to consider it | What to check |
|---|---|---|
| Team with prepared replies | Manageable volume and a frequent need for judgement | Coverage hours, organisation of replies and continuity between people |
| Rule-based replies and defined flows | Predictable enquiries, with few variations and clear outcomes | Handling unexpected replies, maintaining rules and access to a person |
| AI agent with human handover | Varied questions, a need for context and information gathering throughout the conversation | Knowledge base quality, response limits, testing, supervision and integrations |
The option with more automation may need more preparation and ongoing oversight. Compare the whole task, including the work of correcting replies and resolving exceptions.
Requirements worth preparing
A useful evaluation starts with concrete information:
- services and questions that can be answered automatically;
- up-to-date content and a person responsible for reviewing it;
- situations in which the conversation should pass to the team;
- the hours and person responsible for human support;
- systems that need to be consulted or updated;
- the data strictly necessary to carry out each step.
The Makers WhatsApp Agent is available with self-service account creation and setup. It includes an inbox, conversation history, AI replies guided by instructions and a catalogue, and human handover. Prepare those instructions and test your scenarios before activating customer service. A searchable document knowledge base, calendar lookups and a full CRM are not part of the current offering; do not assume that all integrations or workflows are included by default.
If the business works with appointments
Distinguish three events: receiving a preference, checking availability and confirming an appointment. These are different steps and should be communicated clearly to the customer.
If the calendar is not integrated or cannot be checked, the agent should pass the request on for human confirmation. A plausible answer is not evidence that a slot is available.
The WhatsApp for appointment-based services page presents a process for preparing those rules and testing the handover of responsibility.
What to compare across plans
Compare plans using the same information:
- Number of accounts and people who will operate the service.
- Initial setup, content and support included.
- Usage limits, how consumption is counted and additional costs, if applicable.
- Integrations covered and work that falls outside the plan.
- Responsibilities for maintaining and reviewing replies.
- Support, change and cancellation terms.
See the current WhatsApp Agent plans and confirm the final price, VAT, setup, limits and integrations before subscribing. Do not use the monthly fee alone to estimate the total operating cost.
A short plan for testing the setup
Prepare questions with known answers and situations where the right answer is to ask for help:
- a frequently asked question phrased in two ways;
- an enquiry with missing information;
- a condition that is not in the knowledge base;
- a calendar or another system being unavailable;
- an explicit request to speak to a person;
- a conversation resumed after a human handover.
Record whether the answer was correct, whether the context reached the team and whether the next step was clear. A test with prepared questions shows one path; assessing suitability for your operation also means testing exceptions.
Choosing the next step
If you still need to define rules, start with the commercial WhatsApp policy template. If your goal involves prospecting contacts, also read when to use WhatsApp and when to avoid it.
To get started with your scenarios, create a WhatsApp Agent account, choose a plan and configure the instructions, catalogue and customer service rules. Consider your service, approximate volume of enquiries and existing systems before activating conversations. The application is currently available in Portuguese.
